“Dirigentes de productores agrarios agrupados en Conveagro y los parlamentarios Jorge del Castillo y Tomas Zamudio, coincidieron en la necesidad de conciliar las propuestas que buscan poner límite a la propiedad agraria, con la finalidad de evitar los monopolios y el abuso de posición de dominio en el país. Ambos legisladores señalaron que constitucionalmente limitar la extensión de la propiedad de la tierra es viable, pero hay necesidad de lograr un consenso en el tamaño de estas, a fin de no promover ni latifundios ni monopolios que, por su misma razón, son perjudiciales porque generan poder y abuso de posición de dominio. “Estudo feito por um grupo de trabalho do Ministério Público Federal (MPF) sobre a compra de terras no país por estrangeiros derruba a tese de que empresas brasileiras com capital estrangeiro devem ter o mesmo tratamento de empresas com capital nacional nessas aquisições. Essa tese foi acatada durante anos pelo governo brasileiro e resultou no descontrole da localização e das dimensões das propriedades adquiridas pelo capital estrangeiro. Para assumir o controle da ação das multinacionais, o governo federal anunciou há 10 dias a mudança do parecer da Advocacia-Geral da União (AGU) que havia dispensado empresas brasileiras controladas por estrangeiros da obrigatoriedade de licença do Instituto Nacional de Colonização e Reforma Agrária (Incra) para compra de fazendas.

“Jusqu’à une période récente, l’accès à la terre était une exclusivité pour les hommes. Une telle disposition est anachronique pour le Sénégal où les femmes représentent 52% de la population.
« Les femmes participent grandement à la production agricole, mais elles ne sont pas les propriétaires des ressources foncières qu’elles exploitent », écrit la sociologue Fatou Diop Sall du Groupe d’études et de recherches Genre et société (Gestes).

“O presidente Luiz Inácio Lula da Silva disse ontem que o governo federal estuda maneiras de limitar a compra de terras produtivas no Brasil por estrangeiros.
Lula não deu detalhes de como isso será feito. Informou apenas que as medidas estão em estudo pelos ministérios da Justiça e da Defesa.”Esse é um problema que nós precisamos começar a discutir. Uma coisa é o cidadão vir e comprar uma usina, comprar fábrica. Outra coisa é ele comprar a terra da fábrica, a terra da soja, a terra do minério”, disse.

TNI, CEO, GRR Discussion Paper 2007, Februray 2008The paper recognizes that the increasing scarcity of fossil fuels is pushing the world towards important choices, which carry enormous consequences for future generations: whether or not to increase the use of agro-fuels for transport and bio-energy for electricity generation. Agro-fuels are often presented as a solution to reduce CO2 emissions and therefore the EU member states and the USA, for example, are supporting, through various measures, the promotion of its production. In the first chapter the paper reports the EU policy to boost the production and use of agro-fuels; in the second chapter the sustainability certification of agro-fuels is analysed and also focuses on some EU member states; the third chapter focuses on agro-fuels and climate change and on some problems resulting from its implementation such as ecosystem destruction, deforestation or soil organic carbon losses; the fourth chapter recognizes in Carbon Funding a financial fertiliser for agro-fuels as it sees the public policy backing of agro-fuels as the only way of surviving in the markets.
