This study produced by the Sahel and West Africa Club (OECD/SWAC) in the frame of ILC’s research project draws the conclusions from five country studies previously developed in Burkina Faso, Mali, Ghana, Niger and Senegal by the same institution. Through an in depth analysis of existing mechanisms regulating land transactions in West Africa, it formulates proposals to strengthen land governance both at the national and regional levels. Its main goal is therefore to provide new inputs to facilitate and stimulate policy dialogue within States and Regional Institutions.

To do so, the study carries out – among other things - a stocktaking of large-scale land transactions in West Africa, analyses the pertinence of national and regional land laws and policies and the role they play in discouraging - or facilitating - land transactions and securing local communities land rights, and makes an assessment of local communities’ participatory mechanisms in the decision making processes regarding land management.
