The Global Land Tool Network’s (GLTN) originates from requests made by Member States and local communities world-wide to the United Nations Human Settlements Programme (UN-HABITAT) to work on issues relating to security of tenure. GLTN therefore contributes to the implementation of pro poor land policies to achieve secure land rights for all.

The Global Land Tool Network (GLTN) aims to:

  • establish a continuum of land rights, rather than just focus on individual land titling;
  • improve and develop pro poor land management as well as land tenure tools;
  • unblock existing initiatives; assist in strengthening existing land networks;
  • improve global coordination on land; assist in the development of gendered tools which are affordable and useful to the grassroots;
  • and improve the general dissemination of knowledge about how to implement security of tenure.

GLTN partners have identified the18 key land tools which need to be addressed in order to deal with poverty and land issues at the country level, across all regions. These 18 tools are the basis for the GLTN work programme for the next 10 years and will apply in different combination to all five main GLTN’s Areas/Themes of Work. Namely:

  • Land rights, records and registration (which includes Enumerations for tenure security; continuum of land rights; deeds or titles; socially appropriate adjudication; statutory and customary; co-management approaches; land record management for transactability and family and group rights)

  • Land Management, Administration and Information (which includes: spatial units and modernising of land agencies budget approach)
  • Land law and enforcement (which includes regulatory framework for private sector; legal allocation of the assets of a deceased person (Estates administration, HIV/AIDS areas) and expropriation, eviction and compensation)
  • Land Value Taxation (which includes land tax for financial and land management)
