This publication is a case study on the role of the Pastoral Woman’s Council in Tanzania, a local organisation, in development. The case study looks at the threats to and marginalization of Maasai women and the role of PWC in poverty reduction and environmental management. The PWC addresses capacity building, land ownership, education, and political decision-making. The paper concludes with key lessons learned from implementing a variety of programs.

This study examined the pastoral code in the Sahel and recommends policy reform in support of pastoralism. The report considers the adoption of technocratic and development-oriented systems to replace customary systems managing pastoral lands. It concludes that such a bureaucratic and sectoral approach to natural resource management would undermine the pastoral livelihoods.
