STAR Kampuchea is a Cambodian non-profit and non-partisan organization. It was established in August 1997 and is dedicated to building democracy by strengthening civil society. Since it was founded, STAR Kampuchea has become a well-known and respected organization. STAR Kampuchea’s keyword is advocacy, the organized efforts and actions that use the instruments of democracy to establish and implement laws and policies that will create a just and equitable society.

Objectives:
STAR Kampuchea has set the following objectives:
To encourage grassroots organizations to demand the implementation of legislation
To involve grassroots organizations in the legislative process
To enhance the advocacy capacity of civil society organizations
To build up a strong and lively STAR Kampuchea foundation to decrease the dependency of STAR from foreign donors
Activities/Main areas of work:
To achieve its objectives, the organization runs three programs:
the Advocacy Action Program (AAP): aimed to mobilize as many organizations and Cambodian citizens as possible to improve the implementation of legislation and to include them in the legislative process. Currently STAR runs, within AAP, a subprogram on workers’ rights that might become an independent programme
the Advocacy Capacity Action Program (ACP): aimed at building the capacity of grassroots organizations. The ACP offers training to partner groups and co-operating organizations, which should increase their ability to advocate for their interests and needs.
A new program to establish the STAR Kampuchea Foundation (SKF): this is the vision for STAR Kampuchea’s future and by far the biggest step in the organization’s history. With this project STAR Kampuchea aims:
to develop comprehensive services to strengthen Civil Society Organizations
to develop the organization’s profile and to firmly establish STAR Kampuchea as a well-known and strong organization
to generate a strong income basis to decrease STAR Kampuchea’s dependency on donors.
