Description:

Community Self-Reliance Centre (CSRC-Nepal) is a social movement organization working in the challenging area of development in Nepal . Tapping the potentials and building a sustainable movement of tenants, landless farmers, Kamaiya, Haliya and other land-deprived men and women who have the capacity of bringing about real change is no easy task. CSRC has a long standing history of struggle and a very rich tradition of working with land deprived people, especially tenants and landless poor farmers.

Community Empowerment Facility (CEF)

Aims and objectives:

So far, CSRC has followed the following approaches to strengthen the land rights movement and livelihood security.

Focusing on Deprived: This initiative focuses on protecting and maximizing the interests and rights of Landless, tenant, Haliya, Kamaiya and agricultural laborers through working with, as well as, pressurizing and influencing the government.

Participatory Style and Empowerment: Participatory spirit and practices is the guiding principles while working with all agencies at all levels. The initiative focuses on empowerment and enhancing capacities of the deprived landless farmers. It views empowerment as a stepping-stone towards gaining confidence and power to take decisions and actions on matters relating to their lives, which ultimately leads to their self-development and claiming of social, economic, cultural, political and civil rights.

Facilitation: This initiative primarily focuses on the burning issues being faced by the landless and tenant farmers for ages. The lead agency, alliances are only facilitators and external input providers, who work as catalytic support for influencing and motivating government bodies on the identified issues and help formulate policy framework in favor of tenants and landless farmers.

Cost Effective Operations: Cost effectiveness and value for money is a major approach during handling the entire campaign. The initiative advocaces value and the best practices and local expertise is replicated in other areas. 

Partnership and Alliances: The initiative is designed and implemented in partnership, collaboration and alliances with likeminded individuals and agencies, both government and non-government. Gender and generation sensitivity is a crosscutting matter at every stage of the campaign. A national level action group on land rights has already been established. Since the land rights itself is a delicate issue which require strong solidarity and powerful campaign to make poor landless people an owner of the land, the idea behind this action group came forward to bring many like minded pro-landless, pro-tenant, pro- haliya agencies and activists together and campaign effectively, both at policy and local level. 

Programmes and Activities:

Local level - Working with community people, especially the poor, marginalized, and disadvantaged, in dissemination of information, social analysis, community awareness, building effective organization, human resource development, managing campaigns and movement handling.

Process level- Presents us as a watchdog to review the proper implementation of existing law, policy, and programs by various stakeholders. We often suggest appropriate procedures and provide assistance.

Policy level- We review and analyze policies and identify gaps, bottlenecks, and barriers for poor and marginalized community. We advocate and lobby for formulation of appropriate policy with suggestions and appeal for effective implementation. We believe in teamwork and often carryout advocacy and lobbying work in collaborations with likeminded agencies, networks, and individuals.
