Il est créé à Antananarivo une Association sans but lucratif, dénommée «HARMONISATION DES ACTIONS POUR LA REALISATION D'UN DEVELOPPEMENT INTEGRE » en abrégé : HARDI, porte le nom en malgache de « Fivoy ho amin'ny Fampandrosoana ». Les objectifs de l'Association sont de:

• comprendre le monde rural et urbain;
• élaborer des actions visant à auto-responsabilité des populations en difficulté en favorisant les initiatives locales;
• privilégier les actions intégrées pour parvenir à des solutions adaptées et durables à Madagascar.

Hardi travaille en collaboration avec une partenaire technique - INTERREG SFAT, qui tente d'appuyer l’Etat malgache dans sa reforme foncière.
