Fundación Tierra was established in 1991 as a no-profit organization to promote rural development and stimulate and promote democratization of access, control and use of natural resources in Bolivia where rural poverty and large discrepancies in land holdings remain prevalent. Those most affected are the indigenous communities and the marginalized rural poor whose access to land and forest resources is increasingly restricted. Tierra seeks to improve access to land and forest resources as its main priority.

| Aims and objectives: |
TIERRA conducted in-depth investigations/research and created an information system on land reform tenural rights which captures the rich experience of civil-society groups. It undertook a general overview of the land/tenure situation in the country (involving an analysis of the macro-economic situation, current status of farmer and indigenous communties, gender and land rights etc.), documented civil-society initiatives to secure forest and land rights, probed into the impact of recent land reform and forestry legislation on local communities and studied the effects of land markets on local populations.
Through the knowledge and material collected and disseminated, civil-society groups have a clearer understanding of current trends and structures affecting their access to land and forest resources, and best practices that could be applied. |

Programmes and Activities |
Resolution of land conflicts and capacity building on land rights. Tierra has an extensive and rich experience in resolving land casses such as in Chiquisaca where as many as 8,000 cases have been answered. It is also important to mention the training programme on land rights designed to build up farmers' capacities in this area.
Policy formulation and advocacy. Tierra's work in helping to formulate the INTRA Law in 1966, including the preparation of Article 3 referring to discrimination of women in access to land, has been a major contribution to land reform in the country. It is now collecting experiences in the implementation of the law to make recommendations to the government for improvement. Another area in policy formulation where Tierra has had impact is the 1994 Law of People's Participation, wherein the organization actively contributed at the design stage.
Networking and linking for agenda setting and capacity building. Tierra has brought together various groups and sectors to discuss and share results of its research studies to consider how the material can be used for agenda-setting and policy formulation purposes. A better understanding of the issues and actors involved will strengthen local organizations' capacity in impacting in these areas. |
