Community Empowerment Facility Profile
In Indonesia inappropriate schemes used by the forestry companies were responsible for the destruction of large forest lands. Uncontrolled Land burning and forest logging caused the destruction of as much as 572.000 Hectares per year in West Kalimantan as well as the disruption of the ecosystem and disappearance of biodiversity. This project is an advance and expansion of Empowerment program for Community based Forest System Management (PPSHK). The main activities considered are:
To empower Indigenous peoples by community organizing, to revitalize indigenous people's organization for forest resources management, to realize study and documentation, to promote policy advocacy and community based forest system and to empower internal capacity of PPSHK Kalbar. STRATEGIC AIMS
Strategic Aim 1: to form Indigenous people's and women's groups for the resettlement of the damage forest and land based on Local Wisdom they have.
Strategic Aim 2: to provide data and information on the Local Wisdom of forest resources management and agrarian conflicts.
Strategic Aim 3: to increase the indigenous peoples' bargaining position in order to be more critical in responding the policy and able to manage conflicts and resistant against the management of forest resources that are not sided to them.
PROJECT ACTIVITIES:
This workshop is involving the indigenous peoples in facilitated sites in a whole. Strategic Planning is needed to find out the needs of indigenous peoples in facilitated sites. It also needed to formulate collective strategy in the management of forest resources. For areas in where the advanced project executed, the evaluation of previous project is conducted. This activity is executed in 2 sites for 4 days. It is followed by 40 participants of indigenous peoples from each site. Activity's aim : to formulate strategy and collective action as the priority program in each facilitated sites. Indicator : Planned Strategy and collective action are conducted in facilitated sites.
This training is involving the indigenous peoples in facilitated sites and field staffs of PPSHK Kalbar. It would be facilitated by facilitators who have knowledge and experiences in the management of infertile lands. This activity is executed in two sites for 3 days. It is followed by 40 participants in each site of facilitated area. So the total numbers of participants are 80 persons. Activity's Aim : In order to increase knowledge and understanding of indigenous peoples in practicing the technical of infertile lands management based on Local Wisdom. Indicator : Indigenous peoples in facilitated sites are able to practice the management of infertile lands based on Local Wisdom.
This research will be conducted fully by the indigenous peoples in facilitated sites. It is executed together with the field staffs of PPSHK Kalbar. These staffs will help the processes of documentation and registration (recording) of data. The research findings then will be documented and processed. It will be used as the materials of promotion and tools of advocacy for the indigenous peoples. Activity's Aim : to share experiences and documenting the Local Wisdom and agrarian conflicts happening as the materials of promotion and advocacy. Indicator : Local Wisdom and agrarian conflicts are documented.
This activity is the process of information dissemination regarding policies on forest resources management. This is focusing on the policies that are not accommodating the indigenous people's interests. This discussion is executed in two sites for three days. It is followed by 40 participants in each site of facilitated area. So the total numbers of participants are 80 persons. Activity's Aim: To disseminate Policies information on forest resources management. Indicator: Policies on forest resources management in local and national level are analyzed.
This 3 days Seminar and Workshop involved by 40 participants. The participants are Local government, Local Parliament, Entrepreneurs, Academicians and indigenous peoples. Activity's Aim : to disseminate information and to formulate collective strategy with multi-stakeholders on forest resources management. Indicator: Recommendation and formulation of collective strategy in local level on forest resources management are provided.
This three days training is fully followed by 30 participants of indigenous peoples from 2 sites of facilitation. In this training, it is expected that the participants will improve their knowledge and strategy in conflicts management. Activity's Aim: In order to make the indigenous peoples to be able to manage conflicts of forest resources management. Indicator: Indigenous peoples in facilitated sites are more critical to the problems and able to manage conflicts on forest resources management.
This activity is divided into: 1. Facilitating Training of Organic Fertilizer
2. Facilitating Training of Seedling
3. Facilitating the Strengthening of Land Rehabilitation Groups and Women's Groups for the Management of Forest Resources.
4. Facilitating of Seedling:
Activity's Aim: To rehabilitate the infertile and damage land in order to give more utilities for the people and the environment. This is the rehabilitation process and the resettlement of production especially for the non-timber Forest Products executed by women's groups. Indicator: 10.000 seeds of leban, jengkol, tengkawang and meranti are planted in the infertile lands. 8 indigenous peoples groups and 6 women's groups for forest resources management are established. PROJECT'S IMPLEMENTATION STRATEGY PPSHK Kalbar is developed by the spirit of togetherness and community empowerment. So, there should be collaboration with other units under Pancur Kasih Foundation and other partner organizations. It should be developed sustainable. The formulation of projects' aims and activities could respond the needs of the indigenous peoples in facilitated sites. The activities formulated in logical frame are: Participatory Research of Local Wisdom on Forest Resources Management, Agrarian Conflicts and Infertile lands Rehabilitation. These are all executed by the indigenous peoples. They even participate in contributing funds. So, these activities are really belonging to the people themselves. Organizationally, PPSHK Kalbar of course has a limitation in empowering the people. To handle obstacles, PPSHK is cooperating with other organizations in implementing the project. We are involving NGOs in Pancur Kasih Foundation, Local NGOs, national NGOs and Churches. We also give more chances for the local government. PROJECT'S MONITORING, EVALUATION AND REPORTING Quarterly Monitoring and Evaluation After three months project (quarterly), the indigenous peoples and field staffs will conduct monitoring and evaluation. This activity is based on the work plan formulated collectively. The results of monitoring and evaluation are the formulation of success, obstacles and motivation (supports). There might be also the recommendation to revise the work plan. It will be included in quarterly report. Mid Year Monitoring and Evaluation Monitoring and evaluation for six months project will be conducted by indigenous peoples and field staffs. There will be further discussion on the work plan for six months period. It refers to annual work plan. The difficulties, obstacles, success and recommendation include in mid year monitoring and evaluation. End Period of Program Monitoring and Evaluation After one year period of project, there will be collective monitoring and evaluation. This involves the indigenous people's representatives from facilitated sites and IFAD Italy representatives. This collective Monitoring and evaluation will evaluate the outputs of the project's implementation, Project Objectives, and the impacts of annual projects. It refers to logical framework and proposal. Project Financial Reporting Six Months Report: Six months financial report is conducted after six months project is executed. It is completed by the receipts of the outcomes. It is followed by the authentic receipts based on the management rules. Project Final Report: The project financial final report is conducted after one year project executed. Final report is completed by the authentic receipts of the outcomes based on management rules. The financial report will be audited by public accountant as well as transparency and public accountability. FACTORS ENSURING SUSTAINABILITY After this project has run for one year, each kampung has funds for advancing follow up activities based on program in the project planning. Funds collected in each kampung will be used to maintain plants, and rehabilitation expansion and others activities like a starting capital for the collective enterprise cooperation. The results of productive planting of this project will be managed by indigenous community in each kampung by saving in Credit Union (CU) managed in each kampung. Based on experience in one year, this project helped in building up believe (trust building) or building up self-confident of the indigenous community. They aware that hey are able to manage their own natural resources to increase their economy independently and sustainable. The next ten years of the project, it is expected that there will be the changing of public opinion regarding the management of natural resources so there will be recognition and appreciation. There will be a plan management in the management of natural resources, so there's no overlapping in the management of natural resources. In the future, the expected territorial management is by considering the increasing of the safety and the welfare. USE OF KNOWLEDGE GENERATED After the project has run for one year, it is expected that it will give the knowledge for the local people on how to manage natural resources in justice and sustainable through:
