BACKGROUND

In Indonesia inappropriate schemes used by the forestry companies were responsible for the destruction of large forest lands. Uncontrolled Land burning and forest logging caused the destruction of as much as 572.000 Hectares per year in West Kalimantan as well as the disruption of the ecosystem and disappearance of biodiversity.

The project foresees that the indigenous peoples will have:

  • Initiatives on natural resources management.
  • Critical awareness to implement the Local Wisdom in natural resources management.
  • Resistance to policies not geared to their interests and which cause destruction of the ecosystem.
  • Initiatives in natural resources management which can be replicated in other areas.

This project is an advance and expansion of Empowerment program for Community based Forest System Management (PPSHK).

The main activities considered are:

  1. Facilitation of indigenous peoples groups and women's group to resettle forest and the damage land based on their Local Wisdom by rehabilitating infertile lands. This activity is main activity of PPSHK Kalbar which is developed sustainable as well. Without indigenous peoples supports in the management of natural resources, so there would not ever be the management of forest fairly and conservatively.
  2. Facilitation of Study and Documentation of Local Wisdom on Natural Resources Management and Case Study of Agrarian Conflicts. This activity is developed to improve discourses and public debates in the management of natural resources especially in forestry. The debates are expected to carry out paradigm changes and forest management orientation.  The paradigm of State based and timber oriented should be community based and non-timber forest products.
  3. Facilitation on the increasing of indigenous peoples' bargaining position. The form of this activity is conflicts resolution training, policy critical discussion and multi-stakeholders' workshop. The lack of information access concerning the policy is one obstacle for the indigenous peoples to participate in forest resources management. It affects a weak bargaining position of indigenous peoples in the policy making. So, it is necessary to conduct such training and discussion to increase bargaining position of indigenous peoples.

Funds collected in each kampung will be used to maintain plants, and rehabilitation expansion and others activities like a starting capital for the collective enterprise cooperation. The results of productive planting of this project will be managed by indigenous community in each kampung by saving in Credit Union (CU) managed in each kampung. Based on experience in one year, this project helped in building up believe (trust building) or building up self-confident of the indigenous community. They aware that hey are able to manage their own natural resources to increase their economy independently and sustainable. The next ten years of the project, it is expected that there will be the changing of public opinion regarding the management of natural resources so there will be recognition and appreciation. There will be a plan management in the management of natural resources, so there's no overlapping in the management of natural resources. In the future, the expected territorial management is by considering the increasing of the safety and the welfare.

USE OF KNOWLEDGE GENERATED

After the project has run for one year, it is expected that it will give the knowledge for the local people on how to manage natural resources in justice and sustainable through:

  1. The increasing of management in the prevention of land burning through inter-community commitment so that in one-year program and further, there will not be forest fire in Bonua Mayao and Engkarangan-Nanga Mau territory.
