POLICIES AND LAWS ON AGROFUELS AND CLIMATE CHANGE

This section contains a review of global, regional or national policies and legal instruments that address agrofuel production or climate change mitigation strategies, and may directly or indirectly affect competition for land and natural resources. Both agrofuel and climate change mitigation are nascent industries, giving rise to new forms of production, markets and trade in 'ecological goods' on a global scale. Being dependent at these early stages on subsidies, policies are a key driving factor. Inappropriate policies and mechanisms create a strong risk that local land users will be excluded and lose their access to the land and natural resources on which their livelihoods are based.
