Overall Goal of the Project:

The project aims to consolidate and update analysis been carried out by NGOs and people's organizations on advocacy for agrarian reform, taking into consideration recent changes in global policies. The research will focus on the outcomes of various international conferences (on agrarian reform, agriculture, and sustainable development). The goal of this research and consolidation of information is to provide NGOs and people's organization's with a tool to refine their strategies toward agrarian reform implementation.

Specific Objectives

  1. sharpen the regional analysis on appropriate and effective strategies for agrarian reform for ANGOC network; and,

  2. study how multi-stakeholder partnerships can empower communities in gaining access to land.

  3. develop a policy report on effective regional strategies for agrarian reform implementation

  4. develop a case study on an agrarian reform multi-stakeholder partnership (focusing on how such a partnership can increase communities' capacity to access resources)

  5. disseminate the policy report and case study to international, regional and national events and conferences tackling the cross-cutting issues of access to land, globalization, poverty, agriculture and food security.

Activities/Project Methodology:

Activity 1: Development of an ANGOC Regional Policy Paper on Agrarian Reform

ANGOC will first identify and focus on the research problem (i.e. gaps the paper can cover - areas where more information is needed). ANGOC will then define the research framework and methodology. The organisation will then carry out a thorough review, consolidation and analysis of more effective strategies to ensure the success of agrarian reform in the region. The policy paper will discuss past and current trends and recommendations in agrarian reform implementation in South and Southeast Asia , particularly where ANGOC's members are located. In order to develop this policy paper, ANGOC must take into account inputs from previous conferences and recent studies on agrarian reform, as well as the results of the 200-Village Project on land ownership patterns and trends in relation to productivity and food security, and the International Land Coalition's initiative on "A Common Platform on Access to Land." An E-consultation with ANGOC members and selected partners will be undertaken to discuss the policy paper developed.

Activity 2: Building of a Case study on Multi-stakeholder Networking for Agrarian Reform

ANGOC will study the existing multi-stakeholder partnership initiatives of Philippine NGOs and people's organizations. The organization will develop a case-study on the particular experiences of the People's Campaign for Agrarian Reform Network (AR NOW!) - a loose coalition of NGOs and people's organizations in the Philippines working towards hastening agrarian reform implementation. The case study will examine AR NOW's experience in broadening their coalition into a multi-stakeholder network for strategic alliances and how this broadening can increase the capacities of communities to access resources, especially land. In order to develop this case study ANGOC will first sharpen the research agenda, define the research framework and methodology and review existing literature. During and after writing up the case study, ANGOC will hold focus group discussions and interviews to supplement any necessary information.

Assumptions:

The project assumes the openness of ANGOC and its local partners to undertake this research initiative and include the needs and suggestions of local communities.

Beneficiaries:

The main beneficiaries will be ANGOC's partners in the Philippines.

Interested Parties:

The community : Local rural leaders of community organizations working on securing access to natural resources, especially land, will participate in identifying the current information gaps on agrarian reform implementation in the Philippines . In other words, community leaders through the AR NOW network will play an important role in relaying to ANGOC what type of information they currently need to better advocate for agrarian reform implementation in the region.

ANGOC: It will provide coordinate and facilitate all project activities. It will be responsible for the use of the project funds, writing progress and financial reports.

Lessons learned from the studies will be shared to various stakeholders in appropriate venues such as meetings, workshops or conferences.

Monitoring and Evaluation

Project monitoring will be conducted by ANGOC through regular review and assessment meetings or workshops together with local partners involved in the research and development of the policy paper and case study. These meetings should also include other local stakeholders (local community leaders), who may not be official partners.

Process documentation of major and critical activities will be undertaken throughout the project life. After the development of the first draft of the policy report, consultations with partners and other stakeholders involved should be conducted to discuss the materials, evaluate their usefulness to these organizations' lobbying and advocacy efforts and identify areas in the materials that need further work. The final outputs will be disseminated to local partners and stakeholders. The paper and case study should also then be disseminated at the international level (through conferences, through the International Land Coalition).
