Title:

Strengthening the capacity of LandNet East Africa

The contribution will co-finance a workshop of LandNet East Africa, of which ULA is acting as Secretariat, which will take place in Kampala from 19 to 23 September 2004, as well as the publication and dissemination of the findings and recommendations of the workshop. The workshop will be attended by the members of LandNet East Africa, a regional network of civil-society and non-governmental organizations and networks, coming from Kenya, Rwanda, Tanzania, Uganda .

Purpose

The contribution is intended to assist, through the workshop, LandNet East Africa, to develop a strategic and related workplan that will be based on the results produced by addressing the under-mentioned objectives, and the network's modus operandi for the next three years.

The preparation and presentations to the workshop will document current national frameworks and policies on land issues, gaps and obstacles faced by poor rural households in the sub-region, and future strategies and stakeholder plans to avert current problems in obtaining secure access to land.

Objectives

  1. Produce country dossiers for each of the country delegations, that provide detailed explanation and analysis of the current legislative, regulatory, judicial provisions, policies and programmes vis-à-vis secure access to land and related production support services for poor rural men and women, including trends in implementation or obstacles to the poor obtaining/claiming their rights.

  2. dentify obstacles and constraints at national and regional levels and the institutions (at each level) where changes need to be effected/introduced.

  3. Develop country-level strategic plans that prioritise areas for action and to identify ways, means and resource requirements for their implementation.

  4. Meet in a regional conference to compare country analyses and to identify common areas for action, based on the commonalities resulting from the country analyses.

  5. Identify those activities where regional actions are needed to confront regional obstacles and those activities where national activities (such as exchanges) may increase the intra-regional sharing of experiences.

  6. Prioritize the work of LandNet East Africa giving consideration to those actions that are not possible without a strong and effective regional network.

  7. Develop a strategic plan with defined roles and responsibilities for each country member of LandNet East Africa .

  8. Provide an organizational profile of the national focal points of LandNet East Africa (Rwanda, Kenya, Tanzania, Uganda ), including a list of members and affiliates from its own country and a list of their main field of activities.

  9. Strategize on how the current networking coordination Secretariat - the Uganda Land Alliance - and other network nodes can be facilitated to strengthen the capacity of non-state actors nationally and regionally to effectively engage in the land policy development processes, including the PRSPs.

  10. Facilitate discussions on lessons learned from national experiences from engagements on processes and to support the strengthening of institutional networks and members in a joint platform that would carry out tasks jointly, as well as assess and strengthen information-sharing mechanisms.

  11. Explore ways of strengthening the Secretariat and also chart a way forward on how the steering committee can more effectively execute its duties.

  12. Explore ways of how other regional and international networks can support and strengthen LandNet East Africa;

  13. Develop a work plan for the period 2004/07.
