New Director for the Secretariat of the International Land Coalition Dr Madiodio Niasse, the new Director of the International Land Coalitiontook up his duties on 17 November 2008. He is a citizen of Senegal where he earned his Doctorate in Environmental Sciences. Over the last year Dr. Niasse has been an Invited Scholar at the Research Director level with the Institute for Development Research (IRD) in Montpellier , France . He is the outgoing Chairman of the West Africa Water Partnership (GWP/WA) and also Chairperson of the Roster of Experts of the African Development Bank's Independent Review Mechanism. As part of his recent experience, Dr. Niasse served as West Africa Regional Water and Wetlands Coordinator with IUCN, as Senior Social Policy Advisor with the World Commission on Dams, and Social Science Advisor with USAID-West Africa. He has research and development experience in more than 10 African countries. He has worked and published extensively on various subjects related to natural resources and environment issues, with special emphasis on agro-pastoral farming systems, institutional aspects (land tenure, decentralisation, civil society organisations, and conflict management), water resources and wetlands management, climate change adaptation, etc. Español - Français |

ILC TRIBUTE TO Mr. van Banning We were saddened to hear about the death of Dr. Theo van Banning on 16 December. Dr. van Banning was an important point of reference for ILC's relationship with the government of the Netherlands. As both a land expert and a lawyer and teacher, he understood very well the ramifications of land tenure arrangements on multiple aspects of life, on human rights, poverty and rural development. His transparency, problem solving abilities and great desire to share knowledge made him an ally in our daily challenges and a pleasure to work with. | Servicios legales y empoderamiento campesino para la seguridad de la tenencia de la tierra de campesinos y comunidades: Estudio de tres experiencias en Perú, Bolivia y Guatemala. El Grupo ALLPA ha coordinado uno esfuerzo de investigación de varios miembros de la Coalicón en la región (CEPES, Fundación Tierra y CODECA) para profundizar el entendimiento sobre el rol que la asesoría legal y los servicios legales más en general puedan tener en procesos de empoderamiento de las comunidades. | Las últimas semanas han sido muy ricas y constructivas para la plataforma latinoamericana de la Coalición. Distintas reuniones se han desarrollado para poder avanzar el plan de trabajo regional que salió de la reunión de Granada en octubre 2007.
El primer producto de este proceso de regionalización se refiere a la componente de investigación regional de la Coalición.
Un grupo de representantes de organizaciones miembros y socios de la Coalición se reunió en Washington para definir las líneas guías de la agenda regional de investigación. El documento está sujeto a cambios y mejoras gracias a vuestros comentarios y sugerencias (por favor enviar comentarios a lo más tardar el 11 de abril de 2008). | CAPRi - UNDP Paper on Decentralization, Pro-poor Land Policies and Democratic Governance In May this year the UNDP Oslo Governance Centre (OGC) launched a series of publications which explore the linkages between land policies and democratic governance. The briefs summarize debates on key issues, recognizing land not only as an economic asset for poverty reduction but also as part of intricate social relations and power structures. The discussion papers provide fresh understandings of state-society interactions for pro-poor land policy. They also raise issues of gender and conflict in multiple property systems and customary traditions in different countries across the world. All papers and briefs can be downloaded on the OGC's page on Governance and Poverty Reduction . CAPRi has contributed a brief and discussion paper , which is based on CAPRi's latest Working Paper on Decentralization, Pro-Poor Land Policies, and Democratic Governance (No. 80). This paper provides a review of how the issues of decentralization are linked to land tenure reform, in theory and practice. | From 3 rd - 5 th June 2008, 5,159 representatives of 181 countries, including 42 heads of state, met in Rome at the 'High Level Conference on World Food Security: the Challenges of Climate Change and Bioenergy'. However ensuring access to land for smallholders seemed disappointingly low on the agenda of most speakers. See Reflections on the conference from the ILC secretariat. Néanmoins, très peu a été dit sur une forme plus grave d'insécurité relative à la crise, et qui est aussi en augmentation : l'insécurité en termes d'accès à la terre pour les ménages de petits exploitants agricoles. ![]() The workshop on the "Organisation of Pastoralists to Defend their Land Rights" was held in Arusha, Tanzania, from the 10th - 15th of March 2008, bringing together the authors of a series of case studies and a selected groups of resource persons. The workshop had the objective to analyse the commonalities and differences of the various case studies in order to synthesize the results from the various case studies in a global report, state a set of global recommendations, develop a resource book for pastoralists organizations and intermediary organizations as well as to support the research partners in the composition of their national case studies and policy briefs. Large-scale biofuel production may increase marginalization of women - New study on biofuel production focuses on gender 21 April 2008, Rome - Rapid increases in the large-scale production of liquid biofuels in developing countries could exacerbate the marginalization of women in rural areas threatening their livelihoods, according to a new FAO study. The study notes that large-scale plantations for the production of liquid biofuels require an intensive use of resources and inputs to which small farmers, particularly women, traditionally have limited access. The growing global demand for liquid biofuels, combined with increased land requirements, could put pressure on so-called "marginal" lands, which provide key subsistence functions to the rural poor and are frequently farmed by women, the report noted. "Unless policies are adopted in developing countries to strengthen the participation of small farmers, especially women in biofuel production by increasing their access to land, capital and technology - gender inequalities are likely to become more marked and women's vulnerability to hunger and poverty further exacerbated," said Yianna Lambrou, co-author of the paper entitled Gender and Equity Issues in Liquid Biofuels Production . Finds the issue of return not adequately dealt with in the NLP. 92% have returned in Lango, but only 5% in Acholi. Increasing number of land conflicts, high levels of misgiving and distrust of central Government's intentions, almost no knowledge of the Uganda Land Act, misgivings over demarcation and land registration, statutory and traditional dispute resolution institutions lack capacity, Land Tribunals dysfunctional, rising concerns over compensation rising, a host of tensions. Esta, se afirma, afecta en forma directa al sector agropecuario, que lo deja sin piso o debilita a la franja de precios, ya que muchos de los productos en franja están llevando su arancel a 0%. No olvidemos que por la aplicación de la Franja de precios, el maíz amarillo, los lácteos y el arroz no pagan aranceles ahora. The second global meeting of the Farmers' Forum, organized by IFAD,
took place on 11 and 12 February 2008.
The Forum brought together about 80 farmers' leaders from around the world
to (i) review progress achieved in enhancing collaboration between IFAD
and farmers' and rural producers' organizations; (ii) discuss IFAD strategic
and policy documents and (iii)share positions on the following three critical
