Achievements
1. Identifying solutions related to environmental protection and errors in land property documents
A participatory method treats rural people as equal partners, with respect for their skills and knowledge and consideration for the problems they face and overcome daily. The method also encourages all interested stakeholders to contribute in solving land related problems which exist in each locality in Moldova.
2. Creating and maintaining an inclusive platform
The NES Platform became a main actor in land related issues, as well as one of the spaces for discussing all related problems and their solution by different stakeholders, including CSOs, governmental agencies, research institutions and private sector.
3. Acceptance of NES Moldova Platform by the State Chancellery and Governmental Agencies
Due to NES Moldova Platform involvement, the Government approved the new Regulation on solving the problems of property rights infringement and the World Bank project will be implemented based on this Regulation.
country context
Land Rights in Moldova
Moldova has a functioning but limited framework for land governance: ownership and security of tenure is guaranteed for most of the population, the land reform (privatization) has been completed, a land and property taxation system is in place, and the state offers limited cadaster and registry services.
There are about 1 million cases of land rights infringement:
The systematic registration of rural localities and public lands is still ongoing and there are no complete cadaster records, with obvious consequences in terms of tenure security, conflicts and revenues opportunities. Serious errors have been made in documents issued in the process of land tenure implementation, and most of the errors have not been corrected so far, thus partially compromising the reforms in agriculture. The Analytical Study performed in framework of NES shows that there are about 1 million cases of land rights infringement in the Republic of Moldova.
