Call for applications: Climate change adaptation strategies and tools for sustainable rural development in Latin America and the Caribbean


The Learning Initiative is targeted at technical teams in rural development programs and projects, public and private institutions, and farmers’ organizations in Latin America and the Caribbean, Africa and Asia Pacific, in order to strengthen their capacities and provide new methodologies and technical tools to reduce the vulnerability of rural people to climate change. 


The Learning Initiative is aimed at providing concepts, strategies, good practices and methodological tools for mainstreaming an adaptation, risk management and climate change mitigation approach into rural development investments, with a view to increasing the adaptive capacity and resilience of small producers and rural people to climate change. Specifically, the users of this Initiative are expected to achieve:

1. To deepen knowledge of approaches and concepts on climate change and of the measures to reduce its negative impacts: impact assessment, risk identification, vulnerability analysis, identification of climate change mitigation and adaptation strategies.

2. To know on the ground good practices and experiences of investments in rural development with approaches in:

(i) disaster risk management;

(ii) resilient technologies and infrastructures;

(iii) climate change adaptation solutions, and;

(iv) use of renewable energy sources.

3. Know methodologies and tools for identifying and prioritizing climate risks and for participatory planning of climate change adaptation measures, involving different levels of stakeholders (technical project teams, national and local authorities, communities and small producers).

4. Apply the lessons and learning to their own organizations and/or projects, through innovation plans aimed at increasing the adaptation capacity and resilience of small producers to climate change.

The objectives of the Learning Initiative are in line with the recommendations of the Paris Accord, in terms of reducing GHG emissions and strengthening adaptive capacities, as well as with the Agenda 2030 for Sustainable Development, in which the concepts of sustainability, resilience and the fight against climate change are cross-cutting in its objectives and goals. Also, this Learning Initiative will promote collaborative learning processes and technical assistance between IFAD projects and participating institutions, rural talents and key agents of the outstanding experiences, accompanying the process of innovation-learning-staging that the participating projects and institutions carry out.


This call is addressed with priority to technical teams of institutions and projects implementing investments in rural development and sustainable agriculture, including IFAD and the implementing public institutions, representatives of the private sector, farmers’ leaders’ associations and civil society, who:

• Actively support the implementation of new methodologies, technologies and tools for adaptation to climate change, seeking to support resilient and sustainable investments, in direct benefit of the rural population.

• Seek to improve the impact and sustainability of investments in rural territories by optimizing resources and by advancing in the systematic integration of climate adaptation and climate-smart agriculture strategies

• Seek to articulate actions, resources and knowledge with rural development initiatives supported by IFAD in Latin America and the Caribbean, in favor of climate adaptability and intelligent agriculture of small rural producers.


To participate in the Learning Initiative, applicants must complete the following documents attached:

• Application Form;

• Thematic Priorities;

• Letter of commitment from the sponsoring project or institution; and

Once all applications have been received, a process of evaluation and selection of applications will be carried out, the results of which will be reported via e-mail and published in on July 13 2018. In order to facilitate the development of concrete actions, designed on the basis of collective learning and with the participation of a large number of the relevant territorial actors for the action of rural development projects, the nomination of project teams that consider a minimum number of three representatives is encouraged, including:

• a representative of the technical or management team of the project,

• a representative of the public institution implementing the project, and

• a leader of peasant or rural organizations relevant to the project’s action.

Gender and age balance among participants will be ensured during the selection process.
