This biennial report is not only a review of the past two years, but marks a transition between the strategic framework that guided ILC from 2004 to 2006 and the plan for the period 2007-2011. New opportunities have emerged during this biennial period and at the same time, major challenges to a pro-poor land agenda remain. Competing resource interests, particularly from foreign investors, are putting the resource needs of the poor at risk; conflicts and forced evictions involving extractive industries have increased; as has land grabbing. These and other challenges and opportunities are critical for ILC’s membership, and, like the lessons learnt during the 2004-2006 period, they will inform the Strategic Framework currently being finalised for 2007-2011. 1
