Evaluation Report ILC Strategic Framework

In this report MDF presents analytical findings, conclusions and recommendations regarding ILCs performance during the 2011 – 2015 period.

The 2011-2015 Strategic Framework (SF) was formulated in a context in which ILC needed to shift emphasis from advocating for land reform to practicing it. In 2013 the ILC publicised ToRs for the undertaking of a Mid-Term Review (MTR) of its Strategic Framework. MDF Training & Consultancy, a Dutch firm with an international presence, won the bid and was commissioned to undertake the exercise.  The review was intended as a learning opportunity, with the overall goal of enabling ILC (members, Council, Secretariat and partners) to have a better understanding of progress toward achieving the objectives of the SF after two years of implementation.

The MTR examined the relevance of the Strategic Framework, progress towards the outcomes of the Strategic Objectives, and effectiveness in the delivery of the Strategic Framework, including Monitoring and Learning. Following the presentation of the findings of the report and the action plan to address its recommendations, the Council requested that the same firm do the final evaluation as an incremental analysis of actions undertaken to address the review.

Against this background, MDF conducted between May and September 2015 the final evaluation of ILCs Strategic Framework 2011 – 2015.
