a) A guide on ‘how to integrate impact evaluation in programs- from design to impact evaluation phase’ including a framework for analysis of the theory of change that maps the causal linkages for the main land tenure-related activities as was outlined in phase 1 of the project. 
b) Draft module on impact evaluation for integration into the PRIME curriculum including case studies from IFAD and other evaluation agencies. This will also include technical inputs into the PRIME training curriculum adding in land tenure and governance issues as may be required. 
c) Training and learning materials based on the impact evaluation guidelines and module linked with the PRIME and for use in training/seminars and capacity development workshops by IFAD, GLTN-GLII, ILC and for other partners at local, regional and global level.
d) Training/workshop reports following training and capacity development sessions conducted with key partners at IFAD, GLTN-GLII, ILC and other partners.

Duties and Responsibilities


The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. . In a bid to contribute to the development and use of guidelines for assessing, measuring and reporting impact of tenure security and governance measures on poverty reduction and food security in IFAD-supported and other projects and programmes, UN-Habitat under the GLTN, and IFAD have entered into a partnership to implement a project called 'Strengthening capacity for assessing the impact of tenure security and governance measures on IFAD-supported and other projects in line with the SDG framework. The goal of the project is to improve the capacity of IFAD-supported projects and programmes and that of other partners to assess, measure and report on the impact of tenure security and governance measures. 

To efficiency facilitate production of the knowledge products including the ‘How to Guide’ for integration of impact measurement in programming, training materials and facilitation of workshops/seminars, GLTN has identified the need for a technical consultant. The consultant is expected to work with project lead at GLTN and IFAD. 


Review of IFAD land tenure security and governance projects and impact evaluation reports; and that of other partners to document lessons and case studies for learning and capacity building linked with the systematic review and assessment undertaken by the RIA Division and PTA's Land Tenure Desk. 
Draft training/learning materials for awareness raising and capacity development of staff of IFAD supported projects and other partners on impact evaluation of projects including a module for inclusion in the PRIME training curriculum and use by other partners. 
Development of a ‘How to Guide for Integration of Impact Evaluation of Land Tenure Security and Governance Measures from Program Design to Evaluation Stage’’. The ‘How to Guide/Tool’ will include a framework for analysis of a robust theory of change (ToC) that maps the causal linkages for the main land tenure-related activities as was outlined in the Guideline for Impact Assessment of Tenure Security Measures developed in phase 1 of the project; and reflect on key indicators for measurement. 
Facilitate learning and capacity development workshops/seminars/trainings based on the developed training module(s)/learning material and tools on impact assessment at local, regional and global level as organized by GLTN-IFAD.

A clear understanding of the link between matters land governance and how effective monitoring leads to the realization of national, regional and global development outcomes including SDGs, the VGGTs, New Urban Agenda, African Union Framework and Guidelines among others
Substantive knowledge and experience related to current policies and practices in the thematic areas of land tenure and governance issues, gender equality, economic institutions, land management and sustainable development.
Strong knowledge and experience in impact measurement, research and statistics including on land rights; with familiarity with indicators related to land in regional and global frameworks including SDGs, and land rights issues globally preferred.

Academic Qualifications: Master’s Degree in Monitoring and Evaluation, Economics and Statistics, Development Studies, Social Sciences and other related fields.

Experience: A minimum experience of 10 years in the designing and conducting impact assessment and/or evaluation of land and natural resources tenure interventions; economics and agriculture, or other relevant sectors. 
The person must have proven experience and good understanding of land governance systems, regional and global initiatives on land governance monitoring and impact evaluations; and global development frameworks; 
Experience conducting land performance and impact evaluations and capacity development are desirable. Having excellent analytical and communication skills, preferred;
Prior experience of working in impact assessment of land tenure security measures is desirable;

Language: Fluency in the English language (oral and written) is required. Knowledge of a second official UN language is an added advantage.
