About the role

Under the Program Delivery cluster, the RCU LAC works to strengthen National Land Coalitions (NLCs) and member-led regional platforms as strategic drivers of people-centered land governance. ILC is seeking a consultant to support the LAC Regional Coordinator in strengthening institutional capacity, resource mobilization, strategic positioning, and operational effectiveness of NLCs and regional platforms, ensuring they are well-resourced, operationally healthy, and well-positioned to advance land rights and territorial governance agendas in close collaboration with member organizations.

This role comes at a critical juncture for ILC. Following recent guidance from the Council, ILC is rethinking its role and delivery model around its core niche — National Land Coalitions and data — within a volatile and rapidly changing funding environment. The consultant will be expected to actively contribute to this transition, working closely with the wider team across hubs to design a fit-for-purpose workplan for 2027 and to anticipate further changes in the 2028–2030 working period.

Key Responsibilities

• Conduct institutional health checks of 6 key NLCs across LAC, assessing organizational structure, strategic clarity, programs, partnerships, funding, and challenges; produce a plain-language assessment report with findings and recommendations.
• Support the development and implementation of NLC strategies and work plans in alignment with the ILC Strategy 2022–2030 and regional priorities.
• Collaborate with the Resource Mobilisation team to develop a donor proposal template and relevant guidance note to support NLCs in resource mobilization and donor engagement.
• Review and advise on platform products, reports, contracts, and operational agreements; identify and report bottlenecks, learning opportunities, and good practices.
• Support the compilation and analysis of land governance data and member-generated evidence for regional advocacy and positioning documents.
• Contribute to programmatic documents and support the design of relevant budgets for platform initiatives in alignment with corporate services.
• Support regional reporting and contributions to global ILC monitoring and evaluation systems.
• Support the organization of regional meetings, facilitator convenings, member assemblies, and other corporate activities as needed.
• Perform additional tasks assigned by the Regional Coordinator.

Qualifications, experience and skills

• University degree in relevant field (Political Science, International Relations, Development, or equivalent);
• At least 3 years of experience in advocacy, project management, international development organizations, or civil society work with a focus on institutional development or platform coordination.
• Demonstrated knowledge of land rights, territorial governance, and civil society organizational development in Latin America.
• Excellent written and oral communication skills in Spanish and English; including proven ability to draft clear, professional reports and proposals.
• Strong organizational skills, ability to manage multiple work streams, and capacity to work autonomously within a distributed team.
• Experience or strong familiarity with member-led governance platforms multi-actor or multi-stakeholder platforms or alliances is an asset.
• Proven ability to work collaboratively with diverse civil society actors, governments, and multilateral bodies in LAC is an asset.
• Familiarity with monitoring, evaluation, and learning systems in development or civil society contexts is an asset.
